Workforce Development While many people know that The Partnership is a leading provider of homeless outreach services, few realize that we are also a workforce development organization that employs several formerly homeless individuals. The Partnership has been committed to hiring employees referred from Catholic Charities, Goodwill Industries, the South Baltimore Homeless Shelter, and other programs. Approximately one-half of our CSAs have been homeless.
