Special Training In conjunction with Baltimore Homeless Services and the Baltimore Police Department, the Downtown Baltimore Guides receive special training through the Hands in Partnership program. This training better equips Partnership employees to identify and address the special needs of the homeless so they can get help, not incarcerated.
